About the Open Call

The AléVini Cycle V fund, launched by the Indian Ocean Commission (COI) and financed by the Agence française de développement (AFD), aims to strengthen regional collaboration and local economic development within the cultural and creative industries (ICC) in the Indian Ocean region. This call for applications specifically supports mobility to foster inter-island cultural and artistic exchanges, reinforce the ICC value chain (creation, production, distribution, dissemination), and develop the regional artistic and cultural market by building professional networks. Priority is given to projects impacting gender equality by promoting the full participation and inclusion of women. Eligible activities include networking mobility, creation mobility (residencies, artistic exchanges for creating/producing artworks or research), and skill development mobility (training workshops, thematic meetings). The mobility period must be between February 1, 2026, and July 31, 2026, lasting 5 to 10 days (excluding travel). Financial support is available for regional individual mobility (up to 2,500 EUR) and artwork export (up to 500 EUR), which can be cumulative but artwork export cannot be requested alone. Individual applicants from Union of the Comoros, Madagascar, Mauritius, Seychelles, and Mozambique, working in the cultural/artistic sector, are eligible, provided they are directly managing the action and comply with COI/AFD regulations. Incomplete applications and email submissions are ineligible.

What is Offered

Financial aid for regional individual mobility (up to 2,500 EUR) and for artwork export (up to 500 EUR). This includes support for inter-island travel, accommodation, visa fees, family support, and various logistical costs for artwork export (extra baggage, freight, customs, transit fees, logistical services). The opportunity also provides support for networking, creation residencies or artistic exchanges, and skill development through participation in training workshops or thematic meetings.

Requirements

Applicants must be individuals who are nationals and residents of one of the project beneficiary countries: Union of the Comoros, Madagascar, Mauritius, Seychelles, and Mozambique. They must be directly responsible for the preparation and management of the action, not acting as an intermediary, and must be active in a cultural and/or artistic sector. Compliance with COI and AFD rules is mandatory, and applicants must not be subject to any restriction or sanction measures. Those with conflicts of interest with the ICC project team or COI, or with an unclosed grant contract with COI, are ineligible. Required documents include a signed application form and annexes, passport copy, CV and portfolio, invitation letter, integrity declaration, gender commitment act, and an estimation of artwork transport volume.
